Yin Zhengwu, the deputy leader of the Qilin Environmental Monitoring Team of Qujing City, was the first person to receive reports from the public and dealt with the scene. The goats drank from the toxic water under the chromium residue of highly toxic industrial waste. On the same day, the Qilin District started investigations and discovered several dumping points of chromium residue. After that, the water is discharged to Nanpanjiang. Nanpanjiang is the source of the Pearl River, which originated from the Maxian Xiong Village in Zhanyi County of Qujing City. It flows through Qujing County and into Huangnihe River, and is injected into the South China Sea near Guangzhou via the Pearl River Delta.

The main leaders of Luliang County Party Committee and County Government stated that the location of the accident enterprise is a traditional chemical production base. In the past, the production enterprises dealt with chromium slag by processing cement ingredients at a high temperature. Due to the lag in business processing speed, Luliang Chemical Industrial Co., Ltd. has established a cooperative relationship with a Guizhou company, which will pull chromium residue into Guizhou enterprises for processing. The accident was a problem with the carrier. After the accident, the government actively cooperated with the Qilin District to handle and initiated the emergency plan. At present, companies and related persons have been investigated. For the company's chromium slag treatment, the second phase of the project has been initiated, with 200 mu of land requisitioned. After the completion of the project, chromium slag processing will be accelerated. At the same time, the overall relocation of Luliang Chemical Industry Co., Ltd. will be carried out. Relocation planning is currently underway.

The leaders of the Qujing Municipal Committee and the Municipal Government stated that they have instructed the relevant departments to strengthen monitoring, implement the implementation, grasp the rectification, and invite provincial and municipal environmental protection experts to monitor the water quality and announce the monitoring of water quality in the Nanpan River.
