Safety Management of Dangerous Goods

The Decree No. 5 of 2010 of the Ministry of Transport of the People's Republic of China concerning the “Decision on Amending the Regulations on the Administration of Road Dangerous Goods Transportation” was adopted at the 9th Ministerial Meeting on October 8, 2010 and is hereby promulgated, since 2011. The first paragraph of Article 2 shall be amended to read: “The operation of road dangerous goods is carried out and the use of self-provided vehicles engaged in For the transportation of non-operating road dangerous goods served by the unit, these provisions shall be observed. Except for the transport of radioactive articles and military dangerous goods."

2. The first paragraph of Article 3 is amended to read: "Dangerous goods referred to in these Regulations are those that are explosive, flammable, toxic, and corrosive. They are liable to cause personal injury or property damage during transportation, handling, and storage. For goods that need special protection due to environmental pollution, dangerous goods are subject to the national standard “Dangerous Goods List of Goods” (GB12268), and are not listed in the “Dangerous Goods List”, as stipulated by relevant laws or administrative regulations or The results announced by relevant departments of the State Council shall prevail."

3. Amend Article 8(1) to read: "There are special vehicles and equipment that meet the following requirements:

1, own special vehicles more than 5;

2. The technical performance of the special vehicle complies with the requirements of the national standard “Comprehensive Performance Requirements and Inspection Methods for Operating Vehicles” (GB18565). The dimensions, axle load and quality of the vehicle comply with the national standard “Outline size, axle load and quality limit of road vehicles. (GB1589) requirements, vehicle technical level to achieve the industry standard "technical classification and assessment requirements of operational vehicles" (JT/T198) stipulated by the level of a technical level;

3, equipped with effective communication tools;

4. There is a parking lot that meets the safety regulations and adapts to the business scope and scale. Where there are special vehicles for transporting dangerous goods that are highly toxic, explosive, and packed in Class I, special parking areas must be provided that are isolated from other equipment, vehicles, and personnel, and obvious warning signs should be established;

5. It is equipped with safety protection, environmental protection and fire-fighting facilities suitable for the nature of the dangerous goods being transported;

6. To transport highly toxic, explosive, inflammable dangerous goods, it shall be equipped with tank-type vehicles or van-type vehicles and special containers. The vehicle shall be equipped with a driving recorder or positioning system;

7. Tanks for special tank vehicles should be inspected by the quality inspection department. The tank volume of special tank vehicles for transporting explosive and highly corrosive dangerous goods shall not exceed 20 cubic meters. The tank volume of special tank vehicles for transporting highly toxic dangerous goods shall not exceed 10 cubic meters, but it shall be in accordance with the relevant national standards. Except for containers;

8. For non-tank-specific vehicles that transport highly toxic, explosive, and highly corrosive dangerous goods, the approved load quality shall not exceed 10 tons, except for non-tank-specific vehicles that transport containers that meet the relevant national standards. ”

4. Article 5 (5) will be amended to read: "Proposed vehicle commitment letter, including the number, type, technical level, communication equipment, total mass, authorized load quality, axle number and vehicle profile length of special vehicles. , width and height conditions, the tank volume of a tank-type vehicle, the matching between the tank volume and the vehicle load quality, and the special vehicles for transporting highly toxic, explosive, and combustible dangerous goods equipped with a driving recorder or positioning system. If a special vehicle is purchased or existing, it shall provide a driving permit, a vehicle technical grade certificate or a vehicle technical inspection certificate, a can-type special vehicle tank inspection certificate or a test report and a copy thereof.”

5. The first paragraph of Article 29 shall be amended to read: "No special tank vehicles or special vehicles for transporting toxic or corrosive dangerous goods shall be used to transport general cargo."

This decision will come into effect on January 1, 2011.
