It is reported that access management is to solve the problem of excess capacity. At present, the phosphate fertilizer industry including ammonium phosphate has been caught in the overcapacity dilemma. The data shows that at the end of 2010, the total output of phosphate fertilizer exceeded 21 million tons, while the domestic demand was only 12 million tons. Calculated at 80% operating rate, the overcapacity was nearly 5 million tons.

Over the years, due to the decision made by enterprises and local governments on the construction of China's phosphate fertilizer industry, the relevant departments lacked system planning and macro-control of the industry, thus causing problems such as excess production capacity and unreasonable use of resources.

In terms of resources, although there are many phosphate rock in China, the average grade is only 17%. China maintains 16.878 billion tons of phosphate reserves, but only 2.111 billion tons can be mined, of which rich deposits with a grade greater than 30% only account for 6.6%, only 1.108 billion tons, mainly concentrated in the provinces of Yunnan, Guizhou, Sichuan, and Hubei. Eight phosphate rock areas.

Since phosphate rock accounts for 25%-50% of various phosphate fertilizer production costs, phosphate concentrates are too expensive for most phosphate fertilizer plants. Therefore, companies will use limited high grades in phosphate fertilizer production. Phosphorous mineral resources are discarded from low-grade phosphate rock resources. In this way, the status quo of the utilization of phosphorus resources is extremely unreasonable, not only the low-grade phosphate rock is wasted, but also the supply of high-grade phosphate rock in China is in a tense situation.

In response to the above situation, the Ministry of Industry and Information Technology recently released the “Ammonia Phosphate Production Access Requirements (Consultation Draft)” that the major provinces of phosphate fertilizer production should formulate a development plan for the phosphate and compound fertilizer industry to guide the orderly development of the phosphate and compound fertilizer industry in the region and curb blindness. expansion.

The consultation draft stated that within three years, no new or expanded wet-process phosphoric acid and associated monoammonium phosphate or diammonium phosphate units will be built in principle. In accordance with the plans for relocation of enterprises in the region, the newly established wet-process phosphoric acid and associated monoammonium phosphate and diammonium phosphate plants must have phosphorus and *resource protection.

The industry believes that due to the scarcity of high-grade phosphorite resources, it is more difficult for enterprises that need to be relocated in the market to re-enter the market. With the phosphate fertilizer companies that do not meet the conditions of entry, they will gradually withdraw from the market, and the price of ammonium phosphate products will further increase.
