In order to promote the key tasks of the "Twelfth Five-Year Plan for Safe Production Technology" and strengthen the construction of safety production technology support, according to the "Decision of the State Administration of Safety Supervision on Strengthening Safety Production Technology Innovation" (Safety Supervision Technology) [2012] No. 119) and the Interim Measures for the Construction and Management of Safety Science and Technology Support Platform (Science and Technology Supervision Office of the General Administration of Science and Technology [2014] No. 35), etc., the State Administration of Work Safety decided to establish a safety production technology support platform. The relevant matters are hereby notified as follows:
I. Overall goals and overall planning
(1) Overall goal. Adhere to deepening reform, implement innovation-driven development strategy, accelerate the construction of safety production technology support capacity, focus on improving original innovation, integrated innovation and introduction, digestion, absorption and innovation, and focus on building enterprise-oriented, market-oriented, industry-university-research technology innovation system.
(2) Overall planning. Focusing on effective prevention and resolutely curbing the serious production safety accidents, and effectively solving the major problems of safety production technology, we have created nine categories of 150 safety technology support platforms in the country (see the national layout plan for the national safety production technology support platform). Form a safe production technology support system with complete categories, strong support and covering the whole country.
Second, the selection method
The selection method of the security technology support platform adopts “bottom-up, voluntary declaration†and “top-down, expert recommendation†(must be recommended by experts with more than 3 senior professional titles in the same industry) combined with on-site verification. The method shall be conducted in accordance with the selection and evaluation principles, reporting conditions, reporting methods and selection procedures stipulated in the Interim Measures for the Construction and Management of Supporting Platforms for Safety Science and Technology. Expert review is based on resource allocation, organizational management, operational services and sustainability capabilities (see Annex 2 for evaluation criteria).
Third, the schedule
Deadline for filing and recommendation: July 31, 2014.
Form review completion time: August 31, 2014.
On-site audit completion time: November 30, 2014.
Comprehensive assessment completion time: early December 2014.
Online publicity time: late December 2014.
Fourth, other matters
(1) Organizing the application for the declaration and preliminary examination. All recommended units should firmly grasp the spirit and work requirements of a series of safety production technology documents of the State Administration of Safety Supervision with a strong sense of professionalism and a high sense of responsibility, and strictly review the authenticity, conformity and integrity of the application materials to ensure the recommended projects. the quality of.

The platform was selected to lay a solid foundation for safety production technology and strengthen the endogenous power of safety production technology.
