The “Administrative Measures for Small Hydropower in Guangdong Province†implemented on December 1, 2010 has specific provisions for the development and management of small hydropower, including:
The small hydropower development and use rights shall be paid by the people's governments at or above the county level through tenders, auctions, and listings, and the specific work for transfer shall be organized and implemented by the water administrative department of the people's government at or above the county level.
The longest period of development and use rights of small hydropower shall not exceed 50 years;
Small hydropower construction projects shall, within 2 years after the development and use rights have been obtained, invest 20% of the total investment.
If a small-scale hydropower station violates the approved minimum discharge flow or exceeds the standard, the water administrative department of the people's government at or above the county level shall order it to make corrections and impose a fine of more than 10,000 yuan and less than 30,000 yuan.
